Corporate and Academic Governance Framework

The Corporate and Academic Governance Framework (CAGF) is the formally adopted governance framework of UKCBC. Approved by the Board of Governors, it sets out the structures, instruments, reporting routes and assurance mechanisms through which the College operates responsibly, transparently and in compliance with its regulatory obligations.
The CAGF aligns with the Office for Students (OfS) Conditions of Registration (Conditions A to G), the Public Interest Governance Principles, and the CUC Higher Education Code of Governance.

What the Framework Covers

The CAGF establishes the College’s full governance architecture, integrating:

  • independent academic governance through the Academic Board;
  • corporate governance through the Board of Governors and its standing committees;
  • executive oversight through the Executive Leadership Team;
  • operational coordination through the College Management Team and functional committees; and
  • structured student and staff voice through the Student Council, Programme Committees and Staff Town Hall.

The Framework also sets out the College’s Instruments of Governance, Scheme of Delegation, governance procedures and decision-making rules, policy review and approval arrangements, and the Fit and Proper Persons framework applicable to governors and senior leaders.

How Assurance Works

The CAGF operates a structured, tiered assurance model. At each level of governance, performance data is validated, risks are assessed, and material matters are escalated appropriately. This ensures that information reaching the Board of Governors represents a consolidated, evidence-based view of institutional performance across academic quality, financial sustainability, regulatory compliance and student outcomes.
A suite of assurance dashboards, maintained within a secure digital environment, supports oversight across the full regulatory landscape. Governance documentation — including minutes, risk registers, action logs and supporting papers — is stored within Microsoft Teams and SharePoint, ensuring that the College’s governance record is traceable, auditable and accessible for regulatory scrutiny.

A Framework Designed to Develop

The CAGF incorporates a structured governance maturity pathway. As the College’s scale, complexity and regulatory context evolve, governance arrangements are strengthened and codified within the Framework. This represents planned enhancement rather than replacement, ensuring that UKCBC’s governance system remains proportionate, effective and aligned with sector expectations at every stage of institutional development.
